MINUTES
of the Annual Meeting of
CHIRTON PARISH COUNCIL
held in the School on
Tuesday 11 May 2010 at 19:00
Present
Councillors Anthony Mather (Chairman), Ian McKinnon, Stewart Neale, Jonathan Oliphant (Clerk) and Stephanie Robertson. Apologies were received from Sarah Withers, Robert Hall, Wiltshire Council Member and PC Richard Barratt. No members of the public attended.
Police Report
PC Barratt had sent his report to be read in his absence. There were no matters of a serious nature to report in Chirton and so far he had not been able to catch any motorbikes riding on footpaths.
Election of Chairman and Deputy Chairman for 2010-2011
- Chairman — Jonathan Oliphant proposed Anthony Mather and Stewart Neale proposed Stephanie Robertson. The Clerk advised that as he was resigning in April 2011 it would be unwise to have a change of chairman at the same time. After some discussion Ian McKinnon seconded Stephanie Robertson's nomination and Anthony Mather withdrew his name. Stephanie Robertson was duly elected.
- Deputy Chairman — Ian McKinnon proposed Stewart Neale, seconded by Stephanie Robertson and he was duly elected.
Stephanie Robertson then took the chair.
Appointment of Clerk and Responsible Finance Officer
Jonathan Oliphant said he was willing to carry on until the Annual Parish Meeting in 2011 and his appointment was agreed by all. [JBO]
Appointment of Internal Auditor
The Clerk said that he had approached Neville Burrell, a qualified and practising accountant who lived in the village and he would agree if asked. There being no other suggestions it was agreed to appoint Neville Burrell. [JBO]
Minutes of the meetings on 9 March and 13 April 2010 (already circulated)
These were agreed nem con.
Matters Arising
- Council Vacancy — Arrangements to fill the vacancy caused by David Baker's resignation. A number of people had been approached prior to the meeting. The following had agreed to be considered for co-option. Lucy Craddock, Terry Marsh, Rohan McMillan, Paul Mills, Matthew Smith and Cecil Withers. Following a discussion it was agreed to ask Lucy Craddock to confirm that she was willing to be co opted. (After Note. She has confirmed her agreement.) After further discussion it was decided that an extra meeting should be held to co-opt Lucy Craddock and also to deal with other urgent business such as the School Parking below. The Clerk will find out from Lucy when she is available.
- School Parking — The Clerk handed the quotes he had received, a summary of which are as follows:

Following considerable discussion it was agreed that to spend this amount of money to achieve no more than three extra parking places was not financially sensible. It was further agreed to explore another option to enlarge the layby and to repair the original area. The Clerk was asked to approach the usual authorities and to get new quotes. [JBO] - Best Kept Village Competition — Following previous discussions the clerk handed out fliers which were to be given to every house in Chirton reminding them of our entry and asking for their co-operation in presenting the village at its best. Judging was due to take place in the latter half of May. [ALL]
Any Other Business
- Infopoint — Stephanie Robertson expressed the thanks of the whole council to Stewart Neale for all the effort he had put into transforming the old telephone box. It had proved a great success. More developments were planned. [SN]
- The Clerk circulated an invitation from Devizes Link to their AGM on 26 May at 19:30. Ian McKinnon said he would try to attend. [IM]
- Stephanie Robertson then warmly thanked Anthony Mather on behalf of the council for all he had done as chairman.
Meeting Dates for 2010/11
The following dates were agreed subject to possible changes to tie in with meetings of the Pewsey Partnership. Tuesdays 19:30. 7 Sep, 7 Dec, 8 Mar 2011, 12 April 2011 Council Meeting at 19:00 followed by the Annual Parish Meeting, 10 May 2011 Annual Council Meeting.
There being no further business the meeting closed at 20:30.
